Economic Actions

Finally, the GoY has employed economic measures during the conflict. On the one hand, since the fall of 2004, the GoY has claimed to have established several committees to assess war damages, provide payments to local noncombatants affected by hostilities, and coordinate efforts at overall reconstruction in the area.98 Press reports associate Saleh and the provincial administration with these efforts.99 It is very difficult to validate whether these initiatives have been fully implemented. However, the inefficiencies of a hypercentralized government, functioning in the periphery among the differing agendas of the local population and the military and confronting armed resistance, have likely reduced the effectiveness of measures designed to increase GoY popularity.

More obvious are punitive measures aligned with the military goals of isolating and attriting Huthi fighters and areas sympathetic to the Huthis. These have included blocking roads to interdict the movement of people, goods, water, and fuel, as well as trying to close down markets in the area known for selling and storing weapons.100 During 2007–2009, blockades became a regular tactic of military operations, as the GoY sought to deny Huthis access to the economic bases of survival.101 Along with these intentional actions, GoY military operations—as well as Huthi reactions and attacks—have likely had additional, unintentional economic consequences. We will return to this topic in more detail in Chapter Eight, when we discuss the human, environmental, and economic impacts of the Sa‘da wars.
